New data from Social Security Scotland reveals that pensioners applying for the Pension Age Disability Payment (PADP) — a new devolved benefit replacing Attendance Allowance in Scotland — could receive decisions in as little as six working days.
This benefit is available to people over State Pension age who live with a disability, long-term illness, or health condition and need help during the day or night. Claimants can receive a lower rate of £73.90 weekly if they need some assistance, or a higher rate of £110.40 if help is needed both day and night, or if the claimant is terminally ill.
According to the latest figures, new applicants can expect an average processing time of six working days from submission to receiving a decision letter or email. For those with a terminal illness, this decision can be made in just one working day.
This means that claims made this week could be resolved before the weekend. However, more complex cases may take longer, and as awareness of PADP grows, processing times may increase.
Most claimants are aged over 75, with 2,575 applications processed by April 30, 2025. Of these, 77% were approved, 11% were denied, and 11% withdrawn. Among approved applications, 79% were granted the higher payment rate.
Who Qualifies for PADP?
PADP supports individuals with a wide range of health conditions, similar to those covered by Attendance Allowance. These include arthritis, back pain, neurological diseases like Parkinson’s and multiple sclerosis, heart and respiratory conditions, diabetes, dementia, and many more chronic illnesses and disabilities.

Improvements to Support Process

Additionally, a fast-track process is in place for applicants diagnosed with terminal illnesses, ensuring they receive support promptly — typically within one working day.
